Two people died and 17 were injured when a Ukrainian drone struck a commuter train in Voronezh, Russia, on Monday. Regional Governor Alexander Gusev confirmed the casualties via Telegram, noting that many of the wounded were on a train moving through a left-bank suburb when debris fell. The impact also ignited fires at several industrial sites, a business centre, and a residential building. Gusev stated that the industrial sites sustained no major damage.

The attack coincided with a meeting of defence ministers from France, Germany, Italy, Poland, and the United Kingdom in Paris. The five nations are assessing further support for Ukraine as the conflict enters its fifth year. This gathering follows a similar summit in Berlin in June, where the group pledged continued backing to signal European unity against Moscow.

Russian forces continued aerial operations on the Ukrainian side on Monday morning. A strike on Zaporizhzhia injured four people, according to regional Governor Mykhailo Semikin. Ukraine’s emergency services reported that two additional individuals were hurt in attacks on the Chernihiv region. The Russian Ministry of Defence announced that its forces targeted power stations in Kharkiv and the Khmelnytskyi region. It also claimed to have hit port infrastructure in Chornomorsk and a cargo vessel near Odesa that was allegedly used for military purposes.

President Volodymyr Zelenskyy outlined conditions for pausing Ukrainian strikes on Russian oil refineries in an interview aired on Sunday. He stated that Kyiv would halt those attacks only if Moscow stops targeting Ukraine’s power grid. Zelenskyy argued that if Russian strikes on energy infrastructure continue, the United States should either permit the use of Starshield over Russia to detect missile sites or provide Patriot missiles to Ukraine.

Ukraine reported on Saturday that the Starlink satellite system and its military variant, Starshield, had become fully functional after a week of restrictions. The temporary curbs had disrupted military operations and heightened tensions with Washington. The diplomatic process is scheduled to resume in the first half of November, when negotiators from Ukraine, Russia, and the United States are set to meet in Abu Dhabi.

The Paris talks also address the wider state of European defence and the ongoing conflict in the Middle East. French officials indicated that the five ministers would weigh these broader issues alongside their specific commitments to Kyiv. The summit represents the latest coordinated effort by European powers to maintain pressure on Russia while managing the logistics of long-term support.
